Hauke Hartmann is a senior project manager at the Bertelsmann Stiftung in Gütersloh, Germany. He directs the project "Shaping Change: Strategies of Development and Transformation" and its Transformation Index (BTI), which assesses and compares the quality of democracy, the state of economic and social development, and the governance achievements in 129 developing and transition countries. With a thematic focus on democratization and human rights, he takes particular interest in governance in Arab and Latin American countries. Dr. Hartmann is a fellow at the Yale Center for International and Area Studies. He received an M.A. in North American studies from the John F. Kennedy Institute in Berlin, and in Latin American and Caribbean studies from the State University of New York. Dr. Hartmann obtained a Ph.D. for his thesis on US human rights policy under President Carter from the Free University of Berlin.
