Arno Loessner is a faculty fellow in the Center for International Studies and also a faculty member in the Graduate School of Urban Affairs and Public Policy at the University of Delaware, Newark, USA, where he currently teaches public finance, comparative public administration, and non-profit management and governance. He spent fifteen years in the central administration and is former vice president and secretary of the University. Dr. Loessner served as permanent representative to the United Nations for the International Union of Local Authorities from 1978 to 2000. His latest publications include "Globalization and Public Administration Education: A Process of Mutual Transformation in the Former Soviet Union and Central and Eastern Europe" in Handbook of Globalization, Governance and Public Administration; and "Impact of Globalization in Central and Eastern Europe and the Role of Higher Education: Experience of Babes-Bolyai University, Romania." in Transylvanian Review of Administrative Sciences. Dr. Loessner holds a Ph.D. in higher education administration from the University of Pennsylvania, Philadelphia. He has participated in several sessions of the Salzburg Seminar since 1977 and Visiting Advisors Program assignments to Estonia, Romania, and the Russian Federation.
