Frank Tugwell

President and Chief Executive Officer, Winrock International, Arlington, Virginia

Frank Tugwell is president and chief executive officer of Winrock International, a U.S. nonprofit organization in Arlington, Virginia that carries on the philanthropic work, both domestically and internationally, of the Rockefeller group in the fields of agriculture, environment, and rural development. Under Dr. Tugwell’s leadership, Winrock’s existing program activities have expanded and new initiatives have been launched to address the changing needs of the global environment. Prior to joining Winrock, Dr. Tugwell served as executive director of the Heinz Endowments, a philanthropy which makes grants in the arts, human services, education, urban affairs, and the environment. Formerly, he served as vice president for Programs and Global Projects at Winrock International. Dr. Tugwell is also the founder and former president of the Environmental Enterprises Assistance Fund in Arlington, Virginia, an NGO that invests in small and medium-sized environmental companies in developing countries. He is a former deputy assistant administrator in the U.S. Agency for International Development, Washington, DC. His academic career includes professorships at Pomona College, California, and The Claremont Graduate University, California. Dr. Tugwell received his Ph.D. in political sciences from Columbia University, New York.
