Blanca Villalon

Education and Social Affairs Counsellor, Mexican Delegation to the OECD, Mexico

Blanca Villalon is acareer diplomat, specializing in education, gender, social affairs, environmental and public policy work at the multilateral and bilateral level with a 10+ year diplomatic experience in three continents and a 3-year experience in the private sector.

Shebegan her diplomatic career in 2006 and has been posted twice at the Permanent Mission of Mexico to the OECD. She currently serves a second term as a diplomat in the Delegation, served four years in the Embassy of Mexico in India (2011-2015), in charge of the political, trade and cultural sections and was posted at the Consulate of Mexico in Philadelphia (USA) from 2006 to 2009.

Currently serving as gender liaison for Mexico´s Ministry of Foreign Affairs at the Delegation of Mexico to the OECD and as co-chairperson of the Working Group on the Social Institutions and Gender Index (SIGI) of the OECD´s Development Center. As the head of Social Affairs and Education in the delegation, she is in charge of ensuring the successful participation of Mexico in these committees. She oversaw the preparation of Mexico´s participation as Vice-chair in the 2022 OECD Employment and Labour Ministerial and was instrumental ensuring the timely implementation of the PISA 2022 study in the context of recent school closures.

She holds a bachelor´s degree in International Relations from Monterrey Institute of Technology (TEC de Monterrey) and a master´s in Governmental Administration by the FELS School of Government at the University of Pennsylvania, USA.
