Nora Milotay

Policy Officer, DG Education and Culture, School Policy Unit, European Commission, Belgium

Nóra Milotay is a policy officer at the European Commission, DG Education and Culture, School Policy Unit. After graduating from Eötvös Loránd University, Budapest, she taught History and German at a secondary grammar school in Budapest for several years. She then received her PhD in modern european history at the University of Cambridge. After having worked on several aspects of school policy in Hungary and at the European Commission, in the past several years she has been building up European policy cooperation within the field of early childhood education and care that has gained an increasingly important role within the Europe 2020 Strategy. This work has involved the drafting, negotiation, and adoption of a Commission Communication and Council Conclusions on ECEC, an extensive cooperation with a wide range of European and international stakeholders, including the OECD, in particular its Starting Strong network, and leading and managing the thematic working group of member states policy-makers, researchers, and practitioners on early childhood education and care within the Open Method of Coordination. This group has prepared a proposal for a Quality Framework in ECEC in 2014. With a background in both research and practice, Ms Milotay's focus is on the intersection of research, policy, and practice, which was reflected in her recent keynote speeches at international events, like EEACERA 2013 (European Early Childhood Research Association) annual conference and ISSA 2014 (International Step by Step Association) International conference: Creating a society for all: re-considering early childhood services
