Biography:
Richard L. MORNINGSTAR is United States ambassador to the European Union in Brussels, Belgium. Since 1998 Ambassador Morningstar has been special adviser to the president and the secretary of state for Caspian Basin Energy Diplomacy, responsible for coordinating the development of oil and gas resources in the Caspian Basin with the policy and programs of the Executive Branch of the United States Government. In 1995, Ambassador Morningstar became special advisor to the president and secretary of state on assistance to the New Independent States (NIS) of the former Soviet Union, overseeing all bilateral activities of the sixteen US Government agencies engaged in technical assistance, trade and investment, exchange, weapons dismantlement, and other programs in the NIS. From 1993 to 1995, he served as senior vice president for policy and investment development at OPIC, the Overseas Private Investment Corporation, and was responsible for the development and implementation of strategies for opening new investment programs in Russia and the other NIS countries, as well as programs in East Europe, Gaza/West Bank, and South Africa. Ambassador Morningstar earned a B.A. from Harvard University, Massachusetts; and an LL.M. from Stanford University, California.
